consideration should be paid to the circumstances under
which Japanese Manufacturers operate.

The labour conditions in Japan are of a far lower
order than those appertaining in England, and we think we
are correct in stating that the Cement Manufacturers in Japan
obtain in some way or other a certain amount of Government
assistance for export. It is quite certain that the Japanese Shipping Lines are heavily subsidised by the Govern-
ment, and, therefore, we consider that Japanese competition
is an unfair competition.
We hope, therefore, that His Majesty's Government
will bring this before the notice of the Colonial Government
since it would be most unfortunate, from the country's point
of view, if this Scheme were carried out with Japanese cement.
We certainly consider that this order should be kept within
the Empire.
